Jim, You took my idea and ran with it, give it back. Seriously though you have touched the top of a touchy subject that I believe does parallel drum corps. I was heavily involved in soccer on the local club level and the state level here in N.J. Soccer took off and everybody was happy. Numbers of children playing, new clubs forming etc... Then an interesting thing happened. Local clubs started having try outs for premier teams and then special leagues were formed for these teams. Of course these teams needed superior coaching. I am sure you are getting my point. $$$
Well about three years ago NJ youth soccer noticed that the numbers were declining. Rapidly. Each club was asked to participate in a poll supported by U.S.Soccer and overseen by the Gallup Organization. It seems that an overwhelming number of lower economic kids and minorities did not even consider playing because they perceived themselves as not good enough because they didn't have the training or they couldn't afford it. The game and how it was administered had acquired an elitist name tag.
One of U.S. Soccers main goals is to get minorities involved in the game as much as possible. As a result of that poll N.J.has greatly decreased its emphasis on premier and traveling teams and more on the grass roots programs.
I am not sure I helped make your point, but the scary thing for me is I knew exactly what you had in mind
