Then why did so few corps get a vote in the decision making processes back then? I believe that in the beginning, only the 12 finalists were "member corps," right? In the beginning, the top 25 corps each year were DCI members(yeah....there were that many corps) The top 12 each year were "Full" members with voting rights, while the 13-25 place corps were "Associate" members who still had input at the rules congresses etc......If a Top 12 corps failed to make finals the next year, they retained their full voting rights for two years if they didn't make finals again. If you look back to the early years, There were quite a few changes in the Top 12 each year, so there were definately more than 13 corps voting.
