Dan they presell as much as possible. they can't ship anything until they have the rights to distribute. so for now, they've got your money unless you call them to request it back. Dan they obtain the rights for PERFORMANCE of all music before the season. the rights to resell/redistribute are what they have to obtain after the season. (sometimes things change during the season in arrangements) But also, the right to publicly perform is very different than the right to sell. which in some cases is tough to obtain. The corps are responsible for securing arranging and performance rights prior to the start of the season. The company that produces the DVD, however, is the entity responsible for securing synchronization rights. They can't even begin that process until the season ends. Arranging and performance rights are actually pretty simple...it's the synchronization rights that are hard (and new-media/digital streaming rights, but that's a different conversation).
