But if a caption head comes in and is trying to change some of the approaches the brass line is taking then it is going to take more than a year to reach the goals that the caption head has set for the line. It won't be perfect right away. There isn't much wiggle room these days at SCV, or so it seems.

That's exactly what he was saying. They will never get one that does it completely right the first time.
