I was frankly surprised at the partial panel in Boise last night. Even the Sacramento and Pleasant Hill shows this year had full panels, and those shows in the past typically had partial. Who pays for the judges to attend the show? Who pays their travel and other job-related expenses? DCI? Or Is it the Tour Event Partner (i.e., the show promoter)? Which consideration trumps the other? In other words, if DCI wants a full panel at XYZ show in ABC City on 123 date, is the discussion over? Or, if the TEP balks at the cost of a full panel at its XYZ show, is there room for negotiation? Conversely, if a TEP has the money to pay for a full panel but DCI wants to send some of those judges to other contests, who wins that battle? So many questions.
