To the Drum Corps International community: The DCI Board of Directors and I want to share some very important information with you about significant progress in the areas of ethics and participant safety. More than a year ago, we began working on updating existing policies governing conduct prior to adopting the new DCI Strategic Plan in 2017. The plan’s strategic goals in section B.3 call for specific action safeguarding health and wellness standards. This week, we have taken meaningful action to strengthen our requirements for participation in all DCI activities and programs.The Board of Directors met on Monday and Tuesday in its regularly scheduled meeting and devoted the bulk of our time to improving policies and procedures for the wellness, safety and protection of performers, staff, and volunteers. During the meeting and consistent with our governance model, the board adopted revisions to three existing policies in the Policy and Procedures Manual including “Document Submission for Required Documents and Deadlines” (Policy 317), “Compliance Enforcement” outlining potential disciplinary actions (Policy 321), and "Background Checks" with updates to the verification form (Policy 323). Each of the updates reflects the board's steadfast focus on improving procedures for participant safety. In addition, the board passed a new DCI Community Code of Conduct and Ethics Guidelines, which defines minimum requirements for all participating organizations and affiliated individuals to take part in DCI activities beginning with the 2018 season. Following the process for enacting all new policies and guidelines, the board then presented the new measures to the voting membership of DCI on Thursday evening. Because of the sweeping nature of providing significant changes to operational requirements, the DCI Board of Directors is now considering questions and comments raised by the membership on topics such as required coordination with individual state laws and processes for integrating the new requirements within the dozens of non-profit organizational structures affected by the changes. Since the Code represents a substantial shift in organizational governance, the board will take the time to evaluate any and all concerns thoughtfully and revise accordingly. We will continue to keep you informed and let you know when we anticipate a new release date. JimF-LowBari Posted May 4, 2018 Share Posted May 4, 2018 (edited) Not bad but hope DCI doesn’t fall into the idea that concentrating on the staff side (background checks, etc) is only way to deal with this. They also need procedures to make sure the marchers know how to report any harassment or abuse and feel safe in doing so. And what to do if you don’t trust the people you are supposed to report to. The marcher side of the problem keeps getting missed in a lot of reports I see. edit: ok looked thru and see there is an 800 number if you don’t feel comfortable reporting to your supervisor. But everything in the new policy is geared towards employees and not marchers. Sorry but feel there should be guidance for the marchers outlined by DCI.
