All you have to do is "....be a member of an accredited High School, College of University music program who has qualified at a Drum Corps International sanctioned Regional Solo and Ensemble Competition." (rule 1.2 in part) Remember the attempt to have a regional for bandos in Texas last summer? It was canceled a few days in advance due to lack of interest or something.
