Actually, the BOD is in touch with reality....they have to pay the bills. The instructors are living in the "artsy-fartsy" world, which we know has absolutely no knowledge of real life. How many people that get cut from a top corps march Div II/III? I don't think it's as many as some people make it out to be, which I believe to be the real issue for Div II/III.
