Official Rule Change: Exclude "rejoining" corps from live seasons

Description: Any corps that is joining (or rejoining) DCI Div 1 will not be eligible for DCPI in their first season back. Additionally, the three "open slots" would be filled by bumping everybody else's value up. This rule would supersede any other rule regarding such corps.

Rationale:

* When a corps joins or rejoins D1 after a period of time off, it is impossible to assess their "value" in DCPI terms at the beginning of the season. Therefore, they should not be useable in their first live season back, but should be available in the next off-season (DCPI-9).

* Adding Blue Stars in the middle of DCPI-6 played havoc with the system when it was all manual, and adding additional corps midseason would likely be impossible with the new automated coding system we're envisioning.

* The three "open scores" (at 10, 6 and 4 points) would be filled by moving everybody else up a slot to fill those holes (ie move Mandarins up to 10 points for 2007, Southwind to 9, Seattle to 8, Pacific to 7, etc).

* This rule would supersede any other such rule.

Hmm... so 117 points points. I'll figure something tonight. I'll pretend Oracle is regional div 1 and use this seasons scores.

Keep in mind that at this point, we haven't determined the values for divisions next seasons. We've proposed ranges, but that's as close as we've come.

I'd like to see an all-age division. That being said, I want to see a season run smoothly before we expand.

Proposal H:

Increase the corps membership limit to 180.

Rationale:

- It opens the activity to more potential students.

- It will certainly fill up those extra bus seats. Most coaches are seating 54 or more passengers.

- It is much cheaper to maximize all of your resources, rather than fielding "enough", and having the excess goods go to waste (such as left over food, bus seats, and what-have-you) throughout the season.

Hopefully through this, we can see larger colorguards, and add a few more members to the hornlines--those are just a few of the endless possibilities.

Proposal H:

Extend the maximum show limit to 13 minutes for Division I competition. Warm ups would be extended by 2-3 minute to accomodate such changes.

Rationale:

- It allows creative staff to express their ideas over more time, without having to "cram" this and that in here and there.

- Arrangers would have more freedom with exposing more "important" elements of the music selected by the design team.

- Warm up process would be extended a few minutes longer to accomodate the longer shows.

- Transitions for the colorguard would become seamless and more of a performance.

Hopefully through this, we can see more "complete" and full productions, and not "chop chop" "cut and paste".
