Politically, the clarification was necessary. The reason why George gets all the heat is because he's the one playing the game the strongest.
Option 1: Woodwinds get used a few times this year or next, and eventually get enough support to be incorporated into the real show. George gets what he wants.
Option 2: Woodwinds get used a few times this year or next, and get booed out of the stadium until the rule is repealed. I imagine George will push for making the preshow judged again at that time, negating the rule allowing woodwinds. He's wanted a longer show for a few years now. George wins again.
Option 2 is probably the more likely outcome and more likely intent, especially since it was mentioned that he put this rule out there along side making the preshow judged. My guess is that he figured the mere mention of woodwinds would scare the other directors into voting for the other, but I can't imagine he's unhappy with the opposite outcome.
