Who is the best corps NEVER to win a DCI TITLE ?

Now that Phantom has won their first "SOLO" DCI TITLE, who is the best "WORLD CLASS" corps to "NEVER" win a DCI title !

There have been many but only two come to mind that have come close but not quite close enough:

27th LANCERS and BLUE STARS !!!

Bluecoats

Carolina Crown

They both still have pretty good chances at it, though.

Past days:

What is the criteria for being the "best"?

Are we going by the amount of times the corps has been in the top 6? The amount of times they have been in top 12? The amount of times they have come close to the title?

Bluecoats

Glassmen

Crown has been hot the past few years but not long enough for me to put them in this category. They're still "new" to me.

Based on CONSISTENCY... most finals appearances WITHOUT a title.

the Bluecoats.

Sorry, that title still belongs to the Crossmen with 22.

Bluecoats have 21.
