Such items need to be kept in good repair since there's nothing rattier than glitter that has gone bad. Sounds like a new MSNBC expose'... The Bluecoats Drum Majors from 89 had blue sequines covering the entire top (except for the white baldric) And it looked great. I would like to see a corps do that from head to toe... maybe not do it every year, but I would like to see it just once. Done right, the visual effect could be stunning.
