I am going with Cadets.

The years ending in 00 have been awfully good to them. In 1980 they moved up from 16th in prelims (1979) and broke into finals in 10th and started their 29 year consecutive finals run. In 1990 they moved up from 5th (1989) to win. In 2000 they moved up from 4th (1999) to win. 2010 could be a 3rd to 1st year for them.
