As it pertains to finance I'm only hanging my hat on that because the proof/documentation is black and white. It's not an opinion or hearsay. It's a statement by the CA DOJ. 

I only presume underneath all that overwhelming resistance to compliance is lord knows what. 

The question to be answer is: What is preventing administrative compliance, over and over, and over again and even in light of making it widely known to all stakeholders?????

Well........... "back in my day" SCV explicitly provided music/performing arts education. So much to the point, Gail Royer (the founding director) a state credentialed educator worked with the local Jr College (Mission College) to grant members of SCV college credit units for simply marching with SCV. 

I literally have 8 semester units on my college transcripts that I used toward my first bachelor degree that I earned as a result of marching with SCV. 

SCV really used to line its ducks up.

Had to go look it up.  The victim reported it in August, the investigation was concluded in October and no response regarding the recommendations in the report was given to the victim by DCI or Spirit.

Sorry for the aside, just pointing out that it took public pressure to make DCI move.

At it's best SCV nets over $3,000,000 from Bingo alone. 

If SCV was thrifty with it's budget, and Bingo was staffed by volunteers (which it was until 2020) then SCV could fund a competitive world class corps and not one marching member would have to pay a dime. 

Remember, I'm a Chartered Financial Analyst, with an MBA in Finance, 20 years in banking and investments, and spent 7 years on SCV's board and most of it as their Treasurer. 

Now that the Vanguard Cadets are out of the picture with Bingo alone, there is no reason for Vanguard to charge members to march.

Being that Vanguard just hosted a camp this past weekend, I thought I'd come to the SCV 2024 thread to see how it went.  Silly me....

Ok I didn’t see or forgot the “assistance… of DCI” part that shows DCI was involved.

And yeah nothing done until it came out publicly. Which was a big part of the problem

The Bay Area silicon valley of California ($$$), and I think SCV gets 4 Bingo Days a week. 

 

So yea, throw in all the other income sources, and donations (when they can legally solicit them) SCV could be looking at $5,000,000 in working cash flow before collecting once cent from one kid. Easily $4,000,000
