IMO, if a proposal gets voted down three times, it should have a 5-year moratorium, or even be banned for life. Sometimes I think these things get voted in just to shut some people up...but it never does! They just come up with crazier and crazier ideas for DRUM AND BUGLE CORPS. I think a ban for life might be a bit much...but I'd like to see something like this implemented. The activity was essentially held hostage with the amps proposal for what, 13 years or something, before it was finally passed. I'd favor something like if a change is voted down, it can't be brought up for the next two years. Of course, you'd have to put some guidelines around that...people would get clever with the way they worded changes to make them seem different. If a rule is brought forth one year, and defeated, it should require a year off, or a two-thirds passage. If a member brings forth a two-thirds vote and loses, they cannot submit a rule the following year. And I also agree that one rule proposal per member is plenty.
