Not a pure anagram, other letters are also involved.

The usage IS regional, I will remind our readers that there are some places in the world besides Upstate and Downstate.

so we were originally trying to identify and early and rather obscure photo of Truman Crawford...

Hmmm, could it also be a reference to the corps that the mystery 'man in the middle' was a big part of for many years?

And for bonus points, name the guy in the background, with the shades, and his corps affiliations. Hint - think of Bermudas and Aussie hats, besides a regular military style uni.

I doubt it - he said all but one letter appears in the actual corps' name...
