Do DCI corps actively recruit HBCU's

i think it was Columbus Saints, an all age corps were trying to get involved in HBCU programs?

Yes.  Iirc their director marched Chicago Hornets, which were about 1/2 HCBU, 1/2 Drum Corps.  It was tick era so they didn’t score well on execution, but crowds loved them.

When I marched, we thought the HBCU style was "corny"(1960's) but with the anything goes movement in Drum corps today , it doesn't seem as corny as I once thought.peace

If only the Cadets sought HBCU recruits, is it fair to suggest that economics, not talent, has prevented greater participation from these schools in DCI?..And if this is a yes, is the future of DCI limited to those only, with significant discretionary money...OR has this always been the case since the touring model was adopted ?.peace

The touring model implemented in early 00s killed DCM, and with it the last local circuit that supported Corps with primarily local membership.   Used to be local shows every weekend through mid July with 1-3 big DCI Corps and several smaller local ones.  But DCI mandated tour from late June-Aug pulled away DCI & DCI wannabe Corps. DCM held on for a few years, and then was no more.

It's a darn shame that DCI shut down all competing DC circuits.
