If we're just talking about 2006, I'd say Phantom.

Over the long haul of a entire career, Downey and BD gets my vote, just for 1986-1993's stuff alone.

Cadets. Doesn't really get much better than Jay Bocook. I was always baffled by the complete brilliancy of the music he arranged for our marching band.

Are we talking just brass, or percussion too, because it doesn't get any better than The Cadets percussion with Neil Larrivee writing up front and Tom Aungst arranging the battery parts.

Being a mellophone player, I'm inclined to vote for the Cadets (even though I've heard some interesting details as to how the mello book there is arranged). It wouldn't be really fair to vote for BD (based on how much I loved the '90s, most of the '80's arrangements, and 2000) because I don't like their brass arranging at all in the present/recent past.
