But over the years they've modified rules so that if an incident doesn't actually involve any health risk or unfair advantage, it no longer gets penalized. You have to have time constraints for scheduling reasons, and because focusing on an intense five minute show would be an unfair advantage. Similarly, corps members have to stay approximately on that football field shaped thing out there so the judges can confirm who is and isn't in the show, but you could theoretically assess the penalty for "lack of clearly defined identity of performing members" and then let them go pretty much where they want. Alternately, give them several oops-gimmes, so that several people can accidentally step off the field without penalty, but if it appears intentional (part of the design) then the penalty is assessed. Things like that. Basically they seem to be trying to minimize the number of penalties actually assessed while still providing for safety, clarity and fairness.
