It doesn't seem that recruiting existing brass players is filling the ranks with the upstream enlargement of World Class sizes. That said, the cost of the activity remains an issue for the "grab em and teach em" strategy too. Some strategic investment in donors for "teaching new musicians" scholarships or something would be good. Frankly, that sort of scholarship is what I'd love to see DCI do as an umbrella org. Fund 'new musician' scholarships for smaller corps as a way of getting support into those corps and drawing new populations into the activity. But ...
