I think this is the Sons of American Legion (drum line) being judged. Likely prior to 1961. The tall drummer is Doug Kretzer. This group would be the precursor to the Maumee Suns which became the Glass City Optimists and then the Glassmen. Or I could be all wrong. Help Please! Yeah, those instructions were probably meant for the staff. the kids playing the drums might not have been able to read them (lol - just kidding!). I don't recall any tenor lines using them, but these things were pretty popular with rudimental bass players in the mid 60's/early 70's. And no wonder - just look at that budget-friendly price tag!
