I work for Dept of Defense and you'd be amazed how much duplication of effort is going on. Even within the same branch of the service there are a bunch of groups doing the same thing in different ways or almost the same with two sets of people (when one group would do). DCA and DCI using the same people and resources instead of doubling up is a money saver. Hate to owe Martha Stewart $1 but "saving money.... it's a good thing"...
