I believe Star of Indiana went to the cream uniforms mid season in 1993. They decided their red and white ones were too colorful, if I recall correctly. The plume on the statue is called (I'm about 99% sure) an imported coque plume. I believe the statue depicts a West Point member in uniform:https://imgur.com/a/eXnMy These plumes saw a rise in popularity in the late 90's and diminished in the late 2000's (again, correct me if I'm wrong). Just watch some finals retreats of these time periods and you'll see The most modern appearance of it in a world class corps is in 2012. The Blue Knights preformed their show "Avian," which was a futuristic Firebird Suite show. And as for the West Point shakos, for the longest time they wore the q-tip style hackle (a/k/a plume) - at least as late as the 1950s when my father wore it.
