Of course the final decision lies with DCI, but the corps at least get to have their voices heard for their choice of judges.. There are some strong biases and some clear divisions among the top GE Judges. Havig the right judges on the GE panel on finals could make the difference between winning and losing this year... To the the point that I think the most important decision this week will be made by DCI in deciding who is on the panels and who gets to decide who the 2019 champion is, Both BD and Bluecoats are going to have stellar performances that a given. Only been a Percussion judge 7 times this season at small shows and hasn't had a first look at most corps (except west circuit). 7 times is a lot if it had included at least one bigger show.
