Scattered means between 3/8ths to 4/8ths coverage, so between about 40% to 50% chance of a storm being over a particular area. After 11pm they are calling for showers in the vicinity with just some scattered clouds. And after 3am just some mist and scattered low clouds. In my experience as a pilot, these forecasts present the most conservative or pessimistic possibility.
