I'm just saying there's a limited number of actual needed staff/designers before corps might start simply creating positions because they want that person involved or someone with the ability to make it happen wants to do a favor for that someone. It's entirely separate from the whole sex offender thing for the most part, just an observation of a degree of 'staff bloat' that seems to happen.
