Not only a new director but completely new staff, and we all know how hard/long it takes staffs to gel with kids and placements. Kids will leave, talent will go elsewhere... Spirit of Atlanta was a new corps with an entirely new staff in '77, made some tweaks the next year, and placed 6th in '78. The caption heads at Cavaliers were all replaced after '81, and they were a top 5 corps with the new staff a few seasons later. It doesn't necessarily take 20 years for a staff to congeal if they have strong leadership who makes each member of the team a contributor and gives each member of the staff 'ownership' of the product. Madison's musical scores the last couple of years were solid, but not top 3 in GE, brass, ensemble, or percussion. That being said, I'll go ahead and predict now that if the new staff produces the exact same result next year - some will still be crying about how the new staff is so much less competent than the old staff.
