There are virtually no corps left outside of CA that even run bingo games anymore due to the very stringent restrictions the other states have placed on those non-profits for years. Seems to me that things get done in his world by working behind the scenes making deals. Sound eerily similar to the two capitalists making a deal to hijack bingo out from under BD. DCI actually did a "full and complete" study, and produced a plan of action, and Gibbs et al felt perfectly comfortable ignoring it and making a sweet deal in secret.
