GE 1 is Visual focused GE and GE 2 is Music focused. They aren't judging the same captions (hence the 1 and 2). They got rid of the GE Vis and GE Mus to allow both captions to venture into the other but GE 1 is judged by judges, who on days they don't judge GE, that are judging one of the visual captions and same with GE 2.
