I think scoring records are overrated. It's all relative. Scoring systems have changed for the decades so comparing this and that over 50 plus years.... while maybe fun....just not real.

If we really want to have fun with the judging system, have the judges only judge the performance of the marching members. Brass, Drums, Pit, Guard, and Visual Proficiency. The judges score only reflects that. 

Then let the Fans (or DCP) judge Visual Analysis, Music Analysis, and overall GE. These scores are for the staff and design team. 🙂 So at the end of each show their are two sets of scores announced.

That doesn’t show progression of shows year over year though, and makes it appear that shows in 1990 were the same level of difficulty as today, which isn’t really the case. 
 

I understand your apprehension.  Gymnastics moving away from 10.0 was super controversial, but it’s led to incentive for athletes to perform for difficult routines. They’ve done this same approach in ice skating and x-game sports. It’s worth considering if the approach would be beneficial for drum corps as we are entering an area where GE and artistic value will continue to evolve and push new boundaries unlike ever seen in this activity before.

No way anything is ever perfect so 9.5 for Content and Achievement should be the max, which would be 19.9 for any subcaption. 

The total max score should be 99.5.
